I ask you, what are the best ways, means and resources with which to neutralize and eliminate terrorism and endless wars?
First, terrorism is fueled by hatred; hatred is fueled by real or perceived injustice. Therefore, applying all of our world resources to resolving those real or perceived injustices’ would be the applicable resource to apply to the resolution of the resentment and hatred. Using the terrorism of killing and maiming many thousands with WMDs does the opposite, --it spawns and fuels endless hatred.

We receive what we think, perceive, speak, and act on. Heaven or hell—its your choice! When you hear the ongoing cries of axis of evil, warnings that generate fear, and the adnauseam orchestrated cries for preemptive militarily invasions, beware of a political opportunist warmonger.
The reason the United States and the UN are ineffective as arbitrators of injustice is that they takes the side of the country or faction that they perceive is on their side of those things the wrongly divide countries. When countries or factions within countries have grievances concerning real or perceived injustice, they must have assurances that the grievance will be arbitrated in an unbiased and fair manner.
The leaders of countries have to learn not to label other leaders their countries or factions therein as wholly evil, or as an enemy. We must learn to listen and communicate effectively to resolve all differences to the extent that all parties to the dispute can live with the result.
There would have been no Korean War, no Vietnam war, no 9-11, no Afghanistan war, and no Iraqi war had we adopted a higher standard of human relationship communications and arbitration. After WW II, Communism and the Soviet Union along with China would not have been treated as threats and enemies to be feared. Whether those internal uprisings lead to communism in those countries was irrelevant to the effective conversions that take place over time one economic and political system is superior to others.
Integrity to truth and Justice go hand in hand, it is not possible to achieve justice without the prior condition of integrity to truth, which is the very fabric or basic element toward the administration of justice toward any other country or entity.

Most of the problems we have today are the result of lack of application of truth, in the administration of justice for all.
The Israeli Palestinian conflict is only one example. It is not a case of who is on our side; it is a question of insisting on the administration of justice to resolve the conflict. Had the world community demanded that Israel administer the justice due to the Palestinians there would have been NO terrorism motivation from that source of injustice.
Yes, the applicable principle towards the solution to most conflicts it is very basic. It is the unbiased righteous administration of justice that has the power to resolve disputes, NOT taking sides on the basis of which side American leaders believe are "on our side." Such flawed decision making ignores "Righteousness and Justice as the Key Issue to be decided, administered and resolved in all disputes". One effective way to do that is for all the countries possible to come together, probably within the United Nations, to provide a court of first resort, NOT last resort, to resolve issues of real and/or perceived injustice over occupation of land, etc.
It is wise to settle disputes before major hatred and violence erupts. The dispute over the land that Israel occupied after the Six-Day War (1967), in a rapid preemptive sneak attack, Israel destroyed the airplanes on the ground when they were changing their air surveillance shifts. After gaining control of the air they crushed the military forces of Egypt, Jordan and Syria and seized large amounts of land from each. Iraq also participated in the fighting on the Arab side. The disputes over Israel's massive seizure of land should have been ameliorated as soon as possible through the just resources of a unified United Nations effort.
Consider the horrible needless loss of lives, the wounded and psychological damages, and the horrible costs of war, terrorism, and destruction that could that could have avoided. It is only through the active enforcement of JUSTICE FOR ALL human beings notwithstanding their political, social, and religious affiliations that we can achieve MUTUAL PEACE and PROSPERITY.
Scriptural principles will work and do work if those principles are effectively implemented by the power of unified countries within an organization like the United Nations. We must always help the disputing countries restore their country's infrastructures and help them establish a viable and sustainable economy. When the basic needs of people are satisfied and they are secure hatred vanishes and terrorism has no home, --end of needless human relationship problems.
