The Organization of Civic Centered Community Bulletin Boards

The Internet is becoming a commercial entity, I believe that its most valuable asset is as a communications medium and civic community building human empowerment resource. Therefore, I am going to propose some proactive civic communications initiatives.

The major problem we have is a lack of local community civic centered bulletin boards. In order to facilitate local political issue involvement I would suggest setting up these civic interests' community boards by congressional districts. Larger cities should their own civic centered boards. As participation grows the organizational structure could exist all the way down to the local level. This model for proactive civic community communications centers could be easily adopted and adapted within every country on a worldwide basis.

These civic centered community bulletin boards need to be interconnected with all other forms of mass media from local radio & television stations to public access cable and satellite systems' channels to the future passage of convenient access to hundreds of public access satellite channels.

In the near future the Internet is going to become integrated with all forms of broadcasting. However, there is an important need for interplay connections to inform the masses that are independent of the Internet listening to radio, watching TV, or reading newspapers. This integration will elicit a civic community synergy that has no historical comparison.

Regarding Media Access: Contingent with the application to launch a satellite for satellite broadcast communications purposes there should be an allocation of a sufficient number of access channels for non commercial civic centered broadcast productions.

The broadcasters would need to get sponsors to pay their way on the channels solely dedicated to them. Additionally, there should be requirements for Talk news channels to allow some time access on their talk segments to civic organizations. Mass communications resources should never be utilized solely for commercial or commercial political purposes but rather must be kept open to the most valuable long term use purposes of this public resource. Whether the governing civic interests' of the people get access to local, national, and global broadcast mass media may well decide the destiny of humanity.

We need broadcast time access on all radio and TV broadcast stations as part of their government licensed privilege to use our public owned airwaves. These stations are granted a license to make money with a public owned resource and should be required to provide access time during prime time periods as well as other BR time segments during a 24-hour period.
 

All the Internet Service Providers (ISPs) should welcome community based civic centered bulletin boards with some general rules to be applied to the content of all the posts. Board moderators would need to be fair and unbiased in their elimination of posts. Local and regional newspapers as a public service should list the addresses of these civic community bulletin boards. The idea is to facilitate citizen participation in the political processes without any identification in respect to the Left ideology or Right, Liberal, Conservative, or political party partisanship labeling of any kind. The idea is to facilitate solutions finding to human problems and to improve the quality of life and living in our world for everyone at all status levels.

This organizational pattern lends itself to the facilitation of  bulletin board lists to make it easy to post necessary information toward peaceful collective coalition civic actions. These actions would include petitions, protest marches, picketing protests, possible boycott protests of media advertisers and broadcast stations and networks. This would include cable and satellite systems toward providing access time or channel allotments to use for civic public interest communications purposes. Limiting broadcasting to Commercial use of our public owned broadcast frequencies has to be addressed and reformed.

One idea would be to form mutual economic policy interest coalitions that would include labor, and all small business operators including family farmers. The economic and political interdependence of these coalition members can be easily illustrated.
